FACTORS THAT ENHANCED POLITICAL PEACE ECONOMY IN ENUGU STATE UNDER UGWUANYI ADMINISTRATION Vol. 1
The administration of Governor Ugwuanyi came into limelight with the agenda of repositioning the State in all sectors with peace mantra. This is because of his believe that development cannot take place in a war-torn society hence championed a new political culture found in politics of dialogue in the State. He believed that it is only through political dialogue that actors and non-state actors will understand their differences through harmonization of interest and advance their common stand for the development of the State. The following factors include:
Institutional Reform: In coming to power in Enugu State, governor Ugwuanyi did not waste time in reforming the institution of governance and hurriedly plugged all the leackages through which money is embezzled. He created a harmonious relationship with other organs of government which made his policies peoples friendly. Despite that the organs of government are working independently but their activities are complimenting each other to have a new Enugu of our dream. He strengthened the agencies within his purview for more robust action in identifying all the loopholes in governance and immediately fixed it. This has reduced the levels of I don’t care attitude exhibited by public office holders. He never allowed his cabinet members to convert public fund into personal purse but has discipline them to see their call as service to humanity. He tasked his aids to be accountable and has shown maximum transparency in the discharge of his duty in the State. He ensures that our criminal administration justice system is functional and as a result, constructed 14 modern Magistrate Courts across the State for easy delivery of justice. He never intervened in their constitutional duties by sanitizing their system to be free from corrupt officials who have turned justices into bazzar sales which goes to the highest bidder. He established Forest Guard security outfit and reconstituted neighbourhood watch in the State to compliment the effort of the police in combating crimes which has address so many security challenges in the State. The legislative arms have provided enabling laws that strengthened governance in Enugu State for efficiency of operation and through oversight functions determines the levels of implementation and execution of public policies for more robust actions in the State.
Distributive Justice: The government of Ugwuanyi has included autonomous communities in the State into his fiscal review and budgetary through which some community projects could be executed. He gave N10 million to all the autonomous communities in the State with a prudent monitoring of the levels of implementation of the desired community project. The equal political, social and religious opportunities given by this administration to all devoid of any discrimination and marginalization speaks volumes of the uncommon character of Ugwuanyi in politics. This has created sense of belonging to the people of the State. All distributions that bothers on dividends of democracy are geographically spread in the State. The women are given equal right in political and economic participation like their male folks which reduced feminist’s movement in the State. During recruitment, the administration spread it on equal basis to all the local government in the state and ensure that no local government is cheated out in the process.
Our amiable governor is building peace as a monument in the State and should be allow to replicate it at the National Level to address the challenges bedeviling our country Nigeria. Nigeria leaders must at this time rise to the occasion and apply the style of political peace economy of Ugwuanyi administration and his approach to issues of high concern in the State.
