THE TRIPARTITE NATURE OF SOCIAL CONTRACT OF UGWUANYI ADMINISTRATION VOL.2
In continuation of the volume 1, in the area of Social Inclusion, his administration involved all individuals, groups, political zones, opinion and religious leaders including n his quest to reposition the State. The social inclusion of all has laid a solid foundation with modeled socio-economic development of the State through his character of Akidi Ama Oke Ala annihilated political alienation which characterise our political landscape before his assumption into office.
The administration Social Inclusion of all people, has shown and advanced mmekoritalism in the state and each political zones of the state having sense of belonging in equal power distribution and other economic benefits.
He ensured that everybody must be part of decision making process in the state hence he included president generals of autonomous communities in his administration to enable his dividends of democracy reached to the grassroots level and involve the masses in the bid to help him appoint his cabinet members which is rare in our political history.
Every forms of practice of social exclusion which could result to stigma, stereotypes, gender bias, race, ethnicity, religion, sexual orientation, gender discrimination and disability of the state was annihilated by the administration.
Social inclusion is an integral force that binds people together and accommodate diversity which is an enabler to peoples active participation in their political, and socio-economic activities.
Ugwuanyi on social integration in the state; introduced a systematic process of incorporating each political zones into one social structure that has definite objective to achieve. He created room for negotiation in an eventuality of any conflict. It is an enabler for safe, stable and just society that promotes areas that binds them together. Park and Burgess defined Social Integration as “a process of interpenetration and fusion in which persons and groups acquire the memories, sentiments, and attitude of over persons and groups and, by sharing their experience and history, are incorporated with them in a common cultural life”. The administration agenda on social integration has indicators of social network which has to do with connection of different political zones and fusing them together in other to produce a peaceable state which intensified in the administration determination in consolidating zoning principle in the state.

In economic integration, there is equal redistribution of resources of the state aimed for the development of the entire state, state-border investment has improved the availability of goods and services for all which breed common existence. He integrated all zones in the state economically through Rural-Urban renewal which has bridge the gap of hatred and neglect.
However, Ugwuanyi through identity integration fused all the political zones in the state into one umbrella and are gradually killing sectional consciousness into a more State consciousness. This has breeded humanitarian identity foundation that will make all zones to see each other as one. This is the interaction pattern between his administration and the grassroots government whereby political blocs are formed for the development of the State through mobilization of human and material resources for development, technology transfer and sharing of technical know-how.
The political integration is helpful in forming security alliance to contain insecurity in the state.
Ugwuanyi administration integrated all faith based in the state through interfaith dialogue which has helped to harmonize the differences of opinion, patterns of worship, creed, code and cult of each religion for better understanding. Ecumenism practice in the state have also given Christian religion much understanding of each other’s doctrine to avoid domination, supremacy and suppression of others.
Governor Ugwuanyi remains the image of new Nigeria corporate existence through the peaceful model of his administration and history will be kind to him.
