Perhaps the most important factor that defines a responsible government is its approach and commitment to the welfare and socio-economic well-being to the people. Security of lives and properties remains sine qua non to the advancement of state policies and programs. It is important to stress that no government can beat its chest in a fit of triumph over state matters when citizens cannot go about their normal business while thinking about their own safety. Crime and criminality is an anathema to safe investment and business growth. People will naturally gravitate to wherever they can have peace and security while carrying out their legitimate business operations.
Today, Enugu state is seeing the best of days in the security sector courtesy of Governor Ugwuanyi’s robust and articulate policies. Not quite a few have been enamoured by his outstanding achievements in this sector and the glaring result therefrom had enabled many citizens from over Nigeria to move into Enugu to enjoy her hospitality while engaging in their business activities. Only recently, the new Commandant of the Nigerian Security and Civil Defence Corps, Enugu state command Mr. Valentine Ezenyimulu said this much when he commended Mr. Fulfilment for his passion for security of Ndi Enugu and all citizens resident in Enugu noting that his unequaled commitment has led people of diverse backgrounds to move into Enugu enmasse.
It might be appropriate at this time to examine what Gburu-Gburu of Enugu state is doing differently to shore up the security of lives and properties of Ndi Enugu. It is also important to establish the fact that the clamor for state police have reached a crescendo over the years owing to the seemingly docility and ineffectiveness of the official security outfits of federal government. It can not be gainsaid that the continuous attack on the citizenry by hoodlums, robbers, bandits and sundry criminals have made people’s faith in our official security outfits to dwindle over time. While many states in the federation are yet grappling with the menace of banditry and evil herdsmen, Governor Ugwuanyi moved swiftly to organize and empower the most resilient forest guards who patrol our bushes and forest reserves. Today, the activities of these guards are actually paying off as the menace of the herdsmen are virtually non existent or reduced to the barest minimum. Ugwuanyi understands the power of welfare and incentives to all strata of the workforce and have consistently taken care of the welfare and other incentives of the forest guards to get the best from them.
Aside the forest guards, there is yet another variant of community policing called the neighbourhood watch or local vigilante. In every LGA, the chairman of each community neighborhood watch meets regularly to synergize and share ideas on how best to add value to their constitutional roles.
It is on record that in addition to all these laborious efforts, Gov Ugwuanyi was among the first few governors across the federation to key into the novel initiative of the IGP to establish a special police constabulary aimed at ensuring effective policing at the grass-roots. Recently, a total of 272 of these special police constabulary were trained at the police College Oji-River and commissioned to boost the efforts of the regular police especially in the rural areas.
Gburu-Gburu of Enugu state have no doubt used human resources effectively to create happiness and peace in the state and should be roundly commended.
Really, Enugu is in the safe hands of God.
