WITH GOV. UGWUANYI ON THE SADDLE: DOES THE FUTURE LOOK BRIGHT?

That the ever humane Governor of Enugu state, Rt. Hon Ifeanyichukwu Ugwuanyi, Gburu-Gburu, Mr. Fulfilment presented a budget estimate worth over One hundred and sixty nine (N169. 8) approximately one hundred and seventy billion Naira on the 9th day of December 2020 is no longer news.

That the members of the state legislature worked diligently to pass same with little or no adjustment with the speed of light to make it an Act of the legislature is also no longer news.

Perhaps what is news and what should concern the generality of Ndi Enugu is the vision and mission behind the articulate budget estimate now a legal instrument.

First, it was an idea whose time has come to consolidate on the successes recorded since the past 6 years of Governor Ugwuanyi’s administration. In his characteristics comportment, the budget aptly captioned “Budget of Recovery and Continued Growth” was meant to restore confidence and assured growth of economic fortunes of Ndi Enugu in the midst of the global pandemic.

The 2021 budget estimate now passed into law remains a well thought out plan. It is a building block laid from the foundation of time under a visionary leadership of Rt. Honourable Lawrence Ifeanyichukwu Ugwuanyi. And the building keep improving and growing with each passing day, week, month and year.

For the good people of Ndi Enugu, the 2021 budget estimates as passed herald another bold mission to make all citizens and non citizens of Enugu state to laugh better in 2021 and beyond.

This budget which is about 16% higher than the revised 2020 budget estimate which stood at N146. 4 billion was created to align with the Enugu State Medium Term Expenditure Framework (MTEF) 2021 – 2023 and Fiscal Strategy Paper (FSP) and aimed at prudent fiscal management with prioritization of public expenditure.

With the sum of N101. 1 billion representing about 60% of the overall budget to be expended on capital projects while the sum of N68. 1 billion which translates to 40% would be for the recurrent bills. Obviously, these foundation projections have been diligently prepared and aimed at achieving better balance between capital and recurrent expenditures.

Mr. Fulfilment while laying the budget estimates on the floor of the Enugu state House of Assembly on the 9th of December 2020 reiterated his administration’s preparedness to use part of the Capital fund to rehabilitate the 9th Mile Crash Water Borehole Programme and the commencement of the AFD – funded 3rd National Urban Water Sector Reforms amongst other value added capital projects.

Furthermore, with about N68. 1 billion occupying a comfortable position in the recurrent projection plans, Enugu state civil servants and sundry utilities can be assured of their consistent welfare and better deals in 2021.

What can we say but continue to shout to the roof top that Enugu state remains in the hands of God. So shall it be forever, Amen.
